Google buys Putnam County land, with major construction details still pending

Google purchased land in Putnam County for a new data center campus, West Virginia's governor announced on March 27. The state says the company received approval for a multibillion-dollar High Impact Data Center Project.
The announcement also says the project remains early in the process, with substantial work ahead. Electrical and communications firms should treat it as a development lead. It does not establish a mobilization date.
Utility upgrades are part of the commitment
The governor's release says Google committed to pay for necessary electrical, water and sewer upgrades associated with the project, rather than pass those costs to residential households.
That makes off-site infrastructure worth tracking alongside the campus. It does not identify the substations, transmission scope, utility contractors or permits involved. Those details will determine which work reaches electrical and civil firms and when.
A contractor needs the responsible buyer for each package. A developer's commitment to fund an upgrade does not mean the developer buys every part of the utility work directly.
Job comparisons are not a site forecast
The release points to thousands of construction jobs and hundreds of permanent positions at similar Google campuses elsewhere. It does not provide a Putnam County construction headcount.
Those comparisons explain why the state wants the project. They are insufficient to claim a specific number of local trade jobs or a shortage of electricians.
The announcement also cites Google's target to replenish more water than it consumes by 2030, averaging 120 percent across its operations. That is a company-wide target. It does not establish Putnam County water use, a local replenishment project or an approved withdrawal limit.
What would make the next update useful
The next contractor-relevant documents would name the site scope, utility work, builder and procurement schedule. A confirmed construction start would move the story beyond land acquisition and early approval.
Until then, follow the project without committing workers to an assumed start. The West Virginia pay report can frame a later hiring decision when there is an actual assignment and offer.
