Amazon, American Electric Power and X-energy have agreed to explore a 960 MW nuclear power project in Sullivan County, Indiana. The proposal would put 12 small modular reactors at the former Breed coal-plant site and supply electricity to the regional grid.

The October 19 AEP announcement establishes a development agreement and Amazon funding for that effort. It gives the electrical construction industry another large proposed generation project to follow, with important decisions still separating the plan from a construction program.

What are the companies proposing to build?

AEP describes 12 Xe-100 units of 80 MW each, arranged in groups of four. It is evaluating the former Indiana Michigan Power Breed Generating Station property for the facility. X-energy would provide the reactor technology, while AEP would own and operate the plant if it advances.

In its October 19 account, Amazon identifies itself as the project development funder and intended first power customer. It says the electricity would serve both the regional grid and its data centers.

Those roles matter. Development funding helps the companies investigate whether a plant can be delivered; it does not establish that the full construction budget has been financed or that building contracts have been awarded.

Has nuclear plant construction been approved?

AEP makes the outcome conditional on reaching a final investment decision and proceeding to construction and commercial operation. Its announcement does not provide a final construction price or an unconditional operating date.

The utility's Sullivan County project page, checked October 26, describes engineering, environmental review, site characterization, NRC licensing, PJM interconnection approvals and financing decisions as development milestones. It calls them multi-year processes. The page also reports early field work and environmental surveys in September; those activities should not be confused with authorization to build and operate the proposed reactors.

What do the construction-job numbers mean?

Amazon says the proposed facility has the potential to support more than 1,000 construction jobs and more than 100 permanent roles. Those are the company's forecasts for a project that proceeds, not a current vacancy count or a measured increase in Indiana employment.

The company does not break that forecast into electricians, instrumentation technicians or other crafts in the cited announcement. It cannot be converted into an electrical hiring target or a recruiting start date.

What should electrical contractors watch next?

A project of this kind connects generation construction with the systems needed to deliver power safely: electrical distribution, controls, protection and commissioning. The scope and timing of those packages depend on a developed design and the project's approvals and commercial decisions.

For workforce planning, the meaningful signals will be a final investment decision, the applicable licensing milestones, released contract packages and a construction schedule. Until then, the Indiana agreement is evidence of funded project development. It is too early to treat the proposed plant as an active source of a thousand construction openings.
