Meta expands Richland Parish, with work across the campus and grid

The July expansion forecasts 7,500 peak construction jobs. Louisiana firms have a named subcontracting portal, while power infrastructure follows its own approval process.

Meta's Richland Parish campus is growing, and the construction opportunity reaches well beyond the buildings. The owner announced a five-gigawatt expansion on July 13, with more than $50 billion in regional investment and over 7,500 construction jobs expected at peak.

For a Louisiana electrical contractor, the immediate questions are who buys the work and which phase needs people. The investment figure alone cannot answer either.

The campus and its delivery team

Meta's July update names DPR Construction, Turner Construction and Mortenson as its general contractors. The campus will house Hyperion, Meta's large AI training cluster.

The owner says it has contracted more than $1.6 billion with Louisiana businesses since construction began in December 2024. That is reported contract value. It is not a measure of cash already paid, and it does not show how much unawarded work remains.

Louisiana Economic Development's announcement describes an expanded campus approaching ten million square feet. It separates the 7,500 construction-job forecast from roughly 1,000 operational jobs.

A forecast at peak is not a current headcount. Operating jobs serve the finished facility. Neither figure establishes how many electrical, fire alarm or communications positions are available today.

Where local firms can enter the process

Meta has designated Source Louisiana as its primary portal for subcontracting opportunities. The state's directory description encourages qualified Louisiana firms to register, verify and maintain their information so corporate buyers can assess their services and capacity.

This is a concrete route for a local shop to become visible to buyers. Registration does not award a contract. A firm still needs to identify the contractor buying its scope, meet prequalification requirements and respond to an actual package.

A useful supplier profile states what the company can deliver. An electrical shop should identify the work it has completed, the supervisors available and the capacity it can commit. A small controls or security firm needs the same discipline. Listing every service without the people to deliver it will not solve the buyer's staffing problem.

The releases do not publish a complete list of remaining trade packages. No contractor should assume a package is open because the campus is large.

The power construction is another pipeline

Entergy's March 27 agreement announcement proposes seven additional gas-fired combined-cycle plants totaling more than 5,200 megawatts. It also describes about 240 miles of new 500-kilovolt transmission, batteries at three locations and nuclear uprates.

That scope creates a different set of construction leads from the data center buildings. A transmission contractor, substation crew or plant controls firm may work through a utility or its engineering and construction partners rather than the campus's general contractors.

Entergy links the proposal to a regulatory filing. The agreement is not proof that every plant and line has final approval or has begun construction. An estimator needs the applicable permit, awarded scope and delivery schedule for the individual project.

The utility forecasts thousands of construction jobs through its partners from 2026 to 2031. Those jobs should not simply be added to Meta's peak workforce figure. The releases do not establish whether the populations or periods overlap.

Who pays, and what the forecasts mean

Entergy says the arrangement makes Meta pay its full cost of service and expects about $2 billion in customer savings over 20 years, in addition to $650 million previously forecast. The combined benefit is an estimate, not a reduction already measured on every customer's bill.

The agreement also supports up to 2,500 megawatts of renewable resources. A renewable procurement commitment and construction of gas generation describe different parts of the energy plan. Neither erases the other from the project's environmental impact.

For contractors, the practical issue is the delivery sequence. A finished computing room cannot operate at its intended load without the agreed power supply. A delay in generation, transmission or campus distribution can change downstream installation and testing dates.

Training and hiring

Meta's local update describes construction craft programs with Louisiana Delta Community College. It also announces $5 million for scholarships available to Richland Parish high-school graduates starting with the class of 2026 for qualifying data center trade courses.

The program can widen the local talent pipeline. It does not turn every graduate into an experienced electrician, fiber technician or commissioning specialist. Employers need to match training with the work and supervision required by the package.

A rack-and-stack firm needs the deployment schedule for the specific room it will serve. A building under construction is not evidence that racks can arrive. A fire alarm firm needs acceptance dates and interface responsibilities. A controls firm needs equipment and integration boundaries.
